It was definitely a penalty, but context matters. I won’t get into detail, because it’s pretty obvious why people would think the way things went was (extremely) questionable.
The NHL has a business it pushes and it isn’t the sport in pure form that’s for sure. I am generally, personally okay with some of that but the NHL is letting things get out of control now.
Similarly the contrast between playoffs and regular season is getting bigger each year. It’s too bad because it’s not being reflected in support and if anything their business plan is working.

With the Flames luck I wouldn't be surprised if that's a broken foot or something for Hanifin. Hope not, but wouldn't surprise me.

If you are suggesting that the on-ice officials are coached or encouraged to call the game towards a predefined outcome... That's something beyond my comprehension.
As for RS vs playoffs. That's a thing and pretty much is at every level of competitive hockey.

They could have just chose to let it go too like they did when Backlund was tripped. They called offside so it's not like the Flames could have scored. But it's all about trying to be the show.

How often do they call too many men for a guy a couple feet on the ice for 2 seconds before the other guy is off not effecting the play at all
Almost never
Every line change is like that and they dont call it unless a guy touches the puck or joins the rush.
