Why is it laughable for people to be outraged over that, among other things? It's a horrible thing to say, and I don't get the impression he was saying it as any part of a comedic skit. It sounded like he believed what he was saying was genuine.

He seemed to think it was a compliment. Reading between the lines, he told the guy "you've got the strength of a black man and the intelligence of a white man". Highly derogatory.

You don't need to read between the lines there, that's obviously what he meant with the joke. It's just how much he believes is true in that joke. We know what Freud would say about it - before rubbing one out to a photo of his mother.
Here is Rogan talking about IQ and race though if you want an idea of what he believes (though I do think you need to read between the lines a bit as even Rogan understands it's a hard subject to tackle).

Yes, now after 2 years of COVID everyone knows it isn't true.
But at the time it was the gospel truth and probably had a lot to do with how countries reacted to COVID in the first place.
There are other examples of supposed misinformation as well that got you banned from Twitter, Facebook, etc that were later proven to actually be correct. That is why I wonder who is going to be the misinformation police.
Just like on CP. People whine all the time about the anti-vaxx haven CP has become, and how posters who present anti-vaxx opinions should be banned, but as soon as Cliff or someone asks who is going to decide what gets you banned and what is allowed, the whiners have nothing to say.
Rogan is the flavor of the month. A while back it was Chapelle.
Next month it will be someone else.

Well I'd be pretty intrigued to hear what Chapelle thinks about Rogan's racist-tinged comments. He's a fairly forgiving guy, but I imagine he's not very thrilled about that kinda thing.
I think they are both pretty open minded people who will hear each other out and have a discussion about it. Dave knows Joe way better than we do and probably understands where he was coming from better than us.

I have Strong opinions about things I know very little about.
I was listening to the Flagrant 2 podcast who had Aba & Preach (2 black canadian comedians and youtubers) talk about it. They basically said that it would've been better if he hadn't said it, but it was hard to look at in context and really get upset about it. They also mentioned that black people are noticing that they're constantly being set up to lead the charge for cancel culture and they're getting numb to it.
In terms of podcasts, Lex Friedman's is about 100x better than Rogans.
Also, Lex is interviewing Zuckerberg soon which will be really interesting. He also had Pfizer CEO and many other bigger names on there and tries his absolute best to be fair to all and present all sides.
Happy to oblige your delusions. One thing is certain Rube, you've gone downhill as a poster the last year. Hopefully things improve soon as you used to be the only non-delusional, non-partisan hack in the American Politics thread.

Off topic, but 'simp' has to be one of the most misogynistic terms that has come out in quite a while. It started as a play on a remote sub/dom dynamic, and now has morphed into meaning that you are weak if you are not balls deep in something as quickly as possible. It's further being morphed into powerless flaccid submission on any subject.
I can't see and endgame where this doesn't end in men being hyper aggressive as a way to avoid being labelled a 'simp'.
Anyway, that's neither here nor there. I am not a psychologist nor an social anthropologist, and am engaging in more of a 'Joe Rogan' style stream of consciousness. I could talk to an expert in the field for a three hour conversation and post it for other to witness and comment on, but that would be bad, somehow.
I'm not a big Rogan fan, but I have watched his shows when the guest interested me. I will give Rogan this, he owns when he makes a mistake, which is more than most people in the public eye.
