Well for the most part teams did get away with it. NJD was the one team where they put a stop to it. That's why they followed it up with a max term of 8 years per signing.
Weber, and Keith are still playing on their cap-circumvention contracts. Then you had the likes of Zetterberg, Hossa, Franzen, Mike Richards, and the list goes on.
My point is that the league does see it as an issue, but it is also slow to act. There are teams that would get preferential treatment. The likes of Tampa, Vegas, Detroit, and Chicago. Eventually someone will get fined for the cap circumvention, just don't expect it to be any of the big US teams.

More to the point, those contracts were legal within the letter of the CBA at the time. It took a new CBA to close the loophole. What dissentowner thinks Vegas is doing is not within the letter of the CBA, but is a blatant violation of the rules as presently written. Maybe Stone will go on LTIR, but he has to have a medical reason, and that reason has to remain valid as long as he stays there. It's not going to happen just because the Golden Knights want to be above the rules.

Well I think both Tampa and Vegas have the potential at generating new generations of fans unlike NJD. I think it's kind of a situation like Pitsburgh where success is creating and rebuilding a fan-base.
As far as the recapture penalties. Yes, I'm aware of them, but I don't think Weber will retire even if he can't play. He can stay on LTIR indefinitely. That way he doesn't have to walk away from any money. It's been done over and over before.
