Why? I think that these are important positions, but really they’re not involved in particularly contentious matters. They’re not dealing with issues of national security or anything. Is there any evidence that their homes are being burglarized more often that anyone else?
It seems like this is something that individuals should pay for on their own, if they feel it’s necessary.
There have been problems lately, and this was recommended by Corporate Security. If my job had random people showing up at my house I'd expect my employer to pay for security too.
What will be interesting is abuse, how many of them are reasonable with it and how many use the full 8000

If protestors are showing up outside my house because of my work, my work sure as hell better be paying for security. I would resign if I was expected to endure that without some kind of mitigation. I don't think we should expect our councillors to just accept such a thing as just, oh well, you figure it out.

It's more than just a protest, we've had idiots show up at councilors houses and start banging on the doors, yelling at their family, this pandemic has made the crazies even crazier

Maybe, but then the argument isn't that they should be paying for it themselves, it's that something different should be used.
Whether the method is a home security system or increased police protection or whatever, the City should be paying for it. The moment doing your job causes increased risk to yourself, your home, and your family, your employer should be taking steps to mitigate it.

How quickly does that add up though? I am no expert on this, but if you’ve got to add specific patrol duty for all members of City Council, that is probably going to exceed $8000 each within a short time.
I do question how that works if a member moves to a new house or condo after paying for security.
I'd support laws that make it illegal for anyone to show up at or protest at an elected representatives home. There is zero reason for this, and is not helpful in a democracy. Kenney already made it illegal to protest at some places, just add this to the list.
