I think one issue is that it is a relatively small city (600k). The metro area is about 1.5 million, but spread out and partially already absorbed by the Blackhawks fanbase. It is also pretty saturated with pro sports for a city its size. I also don't think they have anything close to a decent arena suitable for the NHL and no history of local ownership showing interest.
Could work maybe, but there would be some challenges.

Did you read the articles?
100 % they are staying put. Only pro sports owners in Arizona and tribes get the gambling licenses. That’s a major revenue stream. Nobody is selling that.

Forbes has the Coyotes as the least valuable NHL franchise, valued at $400 million in their rankings released yesterday. Per Forbes, average franchise value increased 32% from last year. Big reasons for the increase were US TV deal and the sweetheart arena deals.

The Bucks moved into a big new arena 3 years ago and it does have ice-making capability. In fact, it will be hosting a college tournament at the end of this month.
There has been past interest in bringing the NHL to Milwaukee, but that was a long time ago and I don't know if the current Bucks ownership feels the same way.
As you say, it's not a big city and the fact that it already has both an NBA and MLB team (with significant support for the Packers coming from Milwaukee too) likely means the market is saturated and adding another team to compete for winter entertainment money could hurt both the Bucks and any potential NHL team.

I mean the arena here in Quebec city is ready but would Bettman allow it?
It's the easiest option and is is guaranteed money but will he roll the dice and aim for the potential jackpot in Houston..
It boils down to sure fire smaller market that will likely make money compared to risky large market with a high boom bust ratio.

The Coyotes haven’t been able to set up a sports book partnership yet (the only organization that was granted a license who hasn’t. All the others did so almost immediately).
Given their financial situation and lack of a place to play, the betting sites don’t seem to be willing to bet on the Coyotes. They don’t have anything to sell right now.

That seems to be the deal in most arenas in the US. Which pretty much precludes anybody else from using the arena for another sports team. Who knows, these guys might like an NHL team. That arena might be sitting empty a lot of nights in the winter.

Kind of funny, as their Majority owner is sole owner of a major casino in Reno Nevada.

Donald Sterling didn't really want to sell his team, but after he embarrassed the league he had no choice. I'm thinking the other 31 owners aren't going to be crazy about letting this get much uglier.

The big tete-a-tete between the Quebec government and Gary Bettman that was touted never happened.
I wouldn't rule out Quebec City as a NHL location at some point down the road (however remote), but there's no chance the Coyotes move mid-season. The logistics involved would be a nightmare even in a non-pandemic scenario.
