IIHF I guess for now lol. China if they decide to pull the plug.
But I don't think they will, because honestly just sharing the ice with Team USA or Team Canada is absolutely huge for the growth of the sport there. And honestly the country needs to really measure itself against the best in the world. We have a massive competition chip on our shoulder - that's why you see us do so well in summer olympics.
So I think getting their asses handed to them by one of the big boys will be good in the long run. They'll pour even more money into hockey programs and youth development if they get trampled on ice.

Do goal totals matter in the round robin? If they do, teams wont hold back.

I feel like this is China asking for NHL players not to be sent to the Olympics. Maybe they should worry less about hockey and try their best in other events. It's not like everyone expected China to be competitive in men's hockey this year against the like of Canada and USA.

Wouldn't they be humiliated even if the NHL wasn't sending its best? Even top-end amateurs from NA and EU would destroy what passes for hockey in China.

It seems kind of odd that they're even talking about this. Who is even worried? I can't imagine the NHL or IIHF would care, except of course they care because they're being pressured to care by Chinese officials and/or politicians.
It almost seems like China is saying "you better not embarrass us or else"
Nobody cared when the dream team was beating teams by 50 points. There are other examples too, even in hockey.
But all of a sudden China's about to get a beat down and everyone's all worried about the optics and their honour. Seems pretty lame.

Yes, you'd want an easier QF by winning the group which could come down to goal difference.
This is just China's play to be good at everything but can't be. I'm sure when Canada hosted the 1976 Olympics in Montreal, Canada got their asses handed to them in handball and soccer. The commies were sending pros.

Not knowing the roster off hand, but if they have Canadian and American guys playing some form of pro hockey, the games likely won't get too out of hand.
Slovenia did legitimately qualify, but it's a country that has like 260 adult hockey players or something like that, and they were okay in the 2014 Olympics. Used to be everyone beating Poland 14-0 at the Olympics and them showing up with cardboard shin pads and moving tape hoping everyone would supply them with new gear.

Would they be that much worse than Italy when they were the home side? There have been lots of weak teams make it and not get throttled 28-0. China losing is not a big deal.

The biggest problem with the woman's game (back then) was they the tie breaker was based on goal differential. So the US and Canadian teams would have to run up the score to see who would get home advantage in the finals. I think they changed the rule to just goals against - which hopefully they did in the men's too. Win 5-0 nothing and that's the end of it, just make sure you don't get scored on.
