They just officially signed him. It has been reported for a while that Lou had signed him but hadn't registered the contract yet. Trying to now sneak him through waivers after yesterday's waiver extravaganza

Didn't give him a QO because he was eligible for arbitration.

Yes, that makes sense. It's strange though because he was technically a UFA, whom the Islanders signed and waived right away. I guess that means other teams weren't that interested in his services.
