The NBA has a much more restrictive NMC/NTC policy that protects smaller or less desirable markets.

Its not "complaining" just reality that its tougher
2 Championships and 3 final appearances in 52 seasons, I'm sure they have complained plenty
Lakers management is 10x better or does the market have something to do with it?

Bucks top players are homegrown or acquired through trade anyways.

That's pretty much true of most Stanley Cup winners too.
Has there ever been a Cup winner that was primarily led by players who joined the team as UFAs?

No, it doesn't. If a star wants out he will force it. Just look at Kyrie, Davis, Harden as examples last couple of years.
Milwaukee got lucky that Greek is a good dude and bought into their plan and they won the championship.

NBA stars pretty much decide where they play. I really don’t see the NBA protecting their small markets through any policies personally.

Because that's how I feel?
I don't think Treliving is a bad GM.
I think he made a call on Monahan and Gaudreau that didn't work out, and with that you have a flawed core. But it's a call I didn't agree with so I'm not going to hindsight it into something I've always known.

He's not a bad GM but he made a bad call on the core...again....and again....and again.

If I’m Kassian, I grab Zadorov to fight every game just to get his quota done.
I think Zadorov will get a lot of invitations this year from opposition tough guys.
Looch - nope
Gudbranson - nope
Ritchie - nope
Tkachuk - yes but then I have to answer to the above
Zadorov - safest fight
Zadorov can't fight

Tkachuk
Lucic
Coleman
Ritchie
Lewis
Zadorov
Gudbranson
All have no problem dropping the mitts.
But only Tkachuk and Coleman really play with any skill.

If you want a roster of 23 skilled players, find yourself a league with no cap.

CP complains that the team is butter soft over the last few seasons. Sign a bunch of #######s. CP complains that the team has no skill.

Was really referring to your insight as to how the Bucks were built. You were right and that’s how it should be done IMO.

I don't think the people who bemoan the team's lack of skill are the same that complained about a lack of toughness before it.
This team has lacked skill for a while now.
