meh... website filter is wrecking the link... the guy's last name is c*ckerham, so you need to put "c*ck" before the "eyed" in the address.. anyway, check that out, shows you that even if you rip those unsolitited credit card approvals up before you throw them in the garbage, you could be in big trouble.
This guy tore it up, then taped it back together WHILE changing the address to where the new credit card should be sent.... and the "new" address received the credit card.

I usually shred all my documents and then give it a good mix. If you were really worried, go and do something nasty like pour mud or cooking oil or bodily fluids over the shredded up documents, throw in a bag, and then mash it up.
But yeah, it is probably identity theft. Even without that, it is illegal according to bylaw (I am pretty sure) to take somebody else's garbage. It is still technically their property until it is claimed by the city.
Don't bother with pranking the garbage to get back at him, you want to get people like him as far away as possible because he's likely done this before and succeded. Don't arouse his suspicions. Get a video of this guy doing this a few times in a row and then goto the police.

I didnt think it was illegal to steal garbage, you put it out on the street for pickup. If its illegal I should be calling 911 on all the dumpster divers in this city.

But honestly, a garbage fueled robot is the best thing I've heard all day. Whatever it turns out to be (has anyone mentioned identity theft?) I will be disappointed if it's not a robot.

Yeah, identity theft is the most likely conclusion. You might want to ponder what you've been throwing out that makes him keep coming back for more.
And get a paper shredder. Everyone should have one of these. You can get 15-30 dollar ones that sit on your garbage can.

Something I was thinking of regarding the legality; ie is it really stealing seeing as it's garbage.
I wonder if one could argue that one has a contract with the city; that by paying taxes one of the services is that the city will take household items that I want destroyed, and the city will do so.
Under the city bylaws, one is not permitted to burn garbage at home. link So the only way one has to ensure these items are taken away is the weekly garbage service that is offered by the city. By the neighbour taking the garbage; they are interfering with that process.
Or, another way of looking at it; if I hear the Cub Scouts are having a bottle drive, and somebody else takes the bottles I've put out for them, would that not be stealing as well?

I was thinking about the legality too, and how do you put out your garbage and ensure it doesn't get stolen? It's not really feasible to practical to physically your garbage to the garbage man. There will always be a window where you can't monitor your trash. Doesn't seem like the city is really giving us a choice.

Judge in the Air Canada vs Westjet civil suit ruled that the company AC hired to go through WestJets garbage was not protected. I am assuming Westjet fought over that point but lost since they eventually settled.

Man, I am dumbfounded about how many people don't protect themselves from identity theft. Just buy yourself a crosscut shredder and anything that has any personal information should be run through it. Good crosscut shredders will also shred credit cards and compact discs/DVD's. If someone who is taking your garbage has the ability to recover documents after they've been turned into confetti then they are the type of criminal who is going after bigger fish than the average person.
