Yes this is provincial and is part of the recent package of proposals including opting out of Canada Pension Plan to start the AB Pension plan and to also opt out of the Equalization Payment system (can Kenney do that unilaterally without the federal government)
For Daylight Savings, there are medical studies that show negative effects from locking onto summer time versus winter time I don't have those articles handy but I remember it sounding important when I came across it a few years ago.
That's the thing, there's a vote to leave the time shift but I don't think they have been smart enough to specify which time we will be permanently on.

Let's just piss off the rest of the country and choose a permanent time in the middle with a 30min offset.

I don't think Alberta should switch on its own. Saskatchewan doesn't switch and it comes with its own issues.
My first choice is to leave it the way it is. I don't find switching a big deal, and I like light earlier in the morning in the winter and later in the evening in the summer.
If we are going to stick with one permanently, I would like to stay on daylight time. I wouldn't love it being so dark in the mornings in the winter, but it's already dark for too many hours in the winter and that's not going to change. But I don't want super early sun on summer mornings and to have the sun set early in the summer would be the part I would hate the most. I love our long summer evenings.

I personally like DST and think the problems with the time change are a bit overblown, but I'm fine with taking it away. However, I really don't think permanent DST is a good idea - the sun rising that late is just not good for your body. The time zones exist as they do for a good reason.
Let's look at the differences between standard time and daylight time for the morning sunrise. I'm picking 8am as a cutoff since that is around the start of the workday and school day (where most people are at least headed to one of those at this time). Here is the time span where the sun would rise after 8:00am
Normal time: Nov 19 - Feb 8 = 81 days
Permanent DST: Oct 15 - Mar 10 = 146 days
I don't think most people realize how little light we'd get in the mornings for such a long stretch of time under permanent DST. You are looking at nearly twice as many days of getting up and starting your day in the dark under permanent DST vs normal time.

I'd only be ok with it if the rest of North America drops it. Otherwise, no I'd rather stick with changing it like the rest of the regions. Working for a company who's head office is in Toronto, it's already a pain in the butt to have a 2 hour difference. It would suck even more if we adopt the skip ahead permanently and become 3 hour difference for half the year.

I don't get this... it's bad for your health argument. I lived in western Saskatchewan, which is basically on permanent daylight time and we managed. Sunrise times vary a lot, depending on where you live.

so we have to pick a inexperienced mayor, a bunch of new councilors and a time standard on one ballot.
and before we do that we likely will vote on a new government of canada.
that seems like a lot in a short period of time.

Permanent DST would mean a 1 hour difference from November to March and a 2 hour difference the rest of the year.
As others have said, it makes no sense to do this on our own and be out of sync with the rest of the continent for many months every year. It only makes sense to make any change in conjunction with the other states and provinces that have been discussing this.
A referendum on it is a massive waste of time and money.

there has been lots of talk of this in bc and i think the government has said it doesn't make sense to change anything unless the states are going to change.
