Wouldn’t have stopped the Kane example, or Stamkos either (or Anderson in Toronto). It really would only apply to Kucherov out of the examples of creative cap compliance I can think of.
The issue with the Hawks and Leafs examples wasn’t the players - it was the bodies added with freed up cap space. Toronto could never have signed Rittich, Foligno, Nash or Hutton.
Tampa only added Savard (a good player). But their issue with Kucherov was that they had signed a few RFAs to raises as opposed to signing new blood. I still need convincing that, at the start of the season when they gave those raises, they knew that Kucherov would be ready prior to the end of the season. Because that’s they only way they could have knowingly taken advantage.

I don't mind the Kane example as he played more than the suggested 5 or 10 games for Chicago through the earlier part of the year prior to his injury.

He did, but the Hawks ended up almost exactly over the cap by his salary at PO time due to adding three impact players, and he came back a month before his estimate, for the whole POs as opposed to the WCF.
So if Kucherov had played 5 or 10 games at the beginning of the season, then went on LTIR no one would complain if they added $9M in salary at the TDL?

He did. his “not lighting it up” was at the beginning of his stint. He ended up 4 goals and an assist, so a pretty good debut goal wise. He struggled in the next couple games after those two goals, Montreal lost 5 in a row and he got yanked.

Honestly this happens so rarely that I don't think it warrants a rule change. It's like when people were clamoring for a fix for the EBUG system after that Zamboni driver went in against the Leafs. If it starts happening a lot we can talk about needing to fix it, but one team every 5 years based on injury timing... not really worth addressing.
Besides, if the league really wanted to address it they could just declare it to be cap circumvention and institute some penalty, like you lose a pick or have a cap penalty next year or whatever.

For the Kucherov example you need (a) a star player with (b) a serious injury/surgery that at least can be estimated for the whole season to rehab, (c) you have to make the POs even without that player and (d) he has to actually come back and make a difference in the POs.
A rule change would put teams in a real bind when facing a serious injury to a player. Do they not replace him and possibly toss the season on the chance they’d have some sort of severe penalty if the recovery goes really well?
