That would force the NHL's hand for sure.

Thinking about it, this was a totally chicken move by the league. They didn’t want to give him a suspension because, as a repeat offender, it would have to be significantly more than his March suspension. Which would mean into the POs. So the only thing they cold do is fine him, and they’ve crippled themselves by making the max fine so low.
