Have you tried pushing it in while turning? Kind of like a child proof cap on medicine.

I usually break the bulb, then stick some needle nose pliers in there. Open the pliers, and rotate. If it screws up, I usually am able to grip onto a piece with the pliers and rotate it out.
I've heard you can use potatoes.

If the blubs are smaller than usual bulbs and are directional (if that makes sense) then I have changed those before. I just turned them and yanked them out. They usually take a really good tug. But I am not responsible if I'm wrong and your bust your lamp in two.

They're probably a GU10 base. You do the quarter turn and then pull them out.

They're probably halogen bulbs, so when you replace them make sure you don't touch them with your hands - the oil will burn out the bulb real quick.

Its only 110 V.

I usually break the bulb off and turn the inside part out with a plier or something. Never heard of the potato method; guess we learn something new everyday.
