Proposed NHL draft lottery changes

The NHL is proposing changes to the draft lottery that would see:
* teams limited to no more than two lottery wins in a five-year period
* teams only allowed to jump 10 spots with a lottery win
* a reduction in the number of picks decided by lottery from three to two

The proposed changes were outlined in a memo circulated to clubs today and are subject to approval by the NHL's Board of Governors.

Adding to @reporterchris note: potential changes won't take effect until 2022 Draft, and previous lottery victories will not count towards a team's total.

This should have been the rule from the beginning.
The NHL ####ed up by allowing Edmonton to pick 1st 4 out of 6 years.

They do this now when one org was able to abuse the system continually? Now some other team that did it right (tried to improve all areas) will be penalized?

What pisses me off is they changed the rules to put an end to careers ruined before they had a chance to begin. Only to hand McDavid to them.

I love this part of it.
Basically an anti-Oiler rule.
Now if only they can reward teams who have never won a lottery.

As a Canucks fan, I never hated the Oilers more than when they forced a change to a system that absolutely ####ed us.

They should have leveled off the NHL draft odds after the cap was implemented and free agency rules changed. The idea of using the draft to try and create parity was obsolete after that (it never actually achieved that anyway).
The fine line between great and terrible is now a huge grey area and the draft lottery never reflected that major change.
Plus, in hockey there is typically a lag time that makes it so a team is on the cusp of being great, but they are year away because of youth and inexperience. But then they go and land another top 3 pick anyway.
I strongly believe that teams stuck in mediocrity deserve a chance at getting top talent just as much as ones that suck every year. Because if the team really sucks, it is a lot deeper than just the players. It's usually because the GM can't put it together or they have poor player development. There should be more incentive to fix those issues.

I really don't mind the way the lottery is now. Sure some teams move up but most don't and the really bad teams still pick top 5. At least teams now have to think about a full on tank knowing that it may not land them the top pick.

This is kind of bull#### considering the Oilers already benefitted from this.
It's too little, too late here. This change should have been made after the 2012 draft.
