From the looks of it, there are about 60-70 people on the roof. The building appears large enough to have a lot more people than that, but given that many people are likely working from home and being a Friday, the current occupancy could be relatively small. Hopefully everyone that could escape to the roof did and they haven't barricaded others in.
It's hard to tell from the photo, but people look pretty calm. If someone was trying to get to them, I would expect people to be spread out more as there is is a lot more room on the roof to hide, or potentially escape from.

Would it not be fire code the door has to open outwards to prevent a crush of people keeping it closed?

It looks like that door is technically an exit (sortie) and that the roof has some kind of patio designed for human occupancy. If the door is a fire escape from the roof, it would be opening outwards.

Exit doors must open in the direction of the exit, so that people trying to leave the building don't get crushed against a door that opens in the opposite direction.
The egress from that rooftop patio is down the stairs, so the door opens into the stairwell, just as it would on any of the lower floors. In the event of a fire you don't evacuate people to the roof.

A hoax? Really? Why would anyone do that? It seems like one of the more difficult things to hoax, too. Like it should be very easy to confirm whether or not there actually is a hostage situation unless everyone is willingly in on it.

I assume it would be no tougher than a prank/hoax bomb threat, which is still going to require certain protocol to be followed before deeming it a hoax.
