The only state that this matters much is in Pennsylvania which is counting it later. Mail in votes have been counted in most states.
 
The mail in vote factor has been heavily overly overstated as a factor. This was never supposed to be such a wide margin in battleground states. It would tip the favour in states with a few point leads, not 10+ points
 
Trump is up over 500000 votes in Pensylvania right now with 55% reporting. It is estimated that there is 400000 mail in voting yet to be counted.
 
Biden isn't getting 100% of the mail in votes, so the absentee vote is largely irrelevant unless Biden can heavily close the gap.
 
Mail in votes don't matter one bit if they are done in states like California that are heavy blue states already.

I believe it was actually the Florida SC that handed Bush the victory.  The court said a recount wasn't warranted and stopped it.
 
I don't believe Gore or the Dems took it to a higher level.
 
It wasn't until later when an unofficial recount happened and showed that Gore would have won Florida.  By that time, it was too late though.
 
At least that is how I remember it.
