Hall's rights aren't worth much, so I'm assuming it's all for Kuemper.
I think this would cause a riot on the streets in Calgary.

I think Crown did a good job of showing this is possible but I did my own flavor here:
The Gaudreau trade I proposed is less abject value than I would like to see, but it achieves two important things:
Salary relief to help with signings
Secures a top 10 draft pick
I messed up originally thinking Carrick might actually fit our roster (he doesn't.) So instead, I would ask for Severson and use Severson to trade again for some value (I assigned a 3rd rounder as value for Carrick and I think it's probably similar to Severson. Better player but worse contract.) Either way, it's another flippable piece for us. Mcleod has had a major stall in development, but still has great tools as a 4th liner so I take his contract and see how he does.
Ryan goes for a 2nd. Hate to see him leave but we need to get cap room somewhere and he is an absolute luxury as 4C.
Rittich to Phoenix to replace Kuemper and platoon with Raanta at a cheaper price. We get a 4th (our fave round) and intriguing goalie prospect Ivan Prosvetov, who is behind Raanta and Adin Hill (and now Rittich) in AZ.
Meanwhile, we sign Hall, Pietrangelo, and Markstrom:
Aim for the cup for the next 2 seasons.

I went all in assuming Arizona really didn't want to retain 50% of Kuemper's contract and take back the Rittich cap. We also come away with Adin Hill long term who is a pretty decent goalie prospect ready to make the jump.
Hurts less with us getting picks back in the Ryan and Hanifin deals as well

From what I have read about Pietrangelo is he is looking for a great city to raise a family and that is the type of scenario that makes Calgary an attractive market.
Between Vegas, Toronto and Calgary the Flames are the only team that can throw out a $9M contract and not be over the cap.
Chances are low but that tidbit definitely helps strengthen the Flames chances slightly.

Talbot's rights for Markstrom's rights?
If either of those teams feels like they just won't be able to get their guy signed, this gives them a leg up on finding a cheaper replacement ahead of UFA day.
Have teams ever exchanged players UFA rights before?

You're not wrong, but I'd hope that if we did target and land Petro that we would also make additional moves to shore up the top 6 as well.
If we could somehow land Petro + Hall and or Markstrom
Trade Johnny for an early 1st and A+ prospects and or young NHL ready assets I think we're ahead of the game and solidify a strong "quick" retool.
Obviously additional moves are required however it would be a good "core" shuffle the team needed.
If all we do is go out and sign the biggest UFA D man and pay him 9M and keep the rest the same I'm with you, I think that's a huge mistake and a terrible decision.
As much as he's a legit stud D man I don't think just 1 signing makes this team a deep playoff contender.

This seems unlikely. Calgary is not a desirable location for a UFA with choices.
The notion that Calgary is a great‘family’ city is totally bunk. And besides someone making millions can create a perfect family scenario for themselves just about anywhere. Why settle where the streets are icy and there are no leaves on trees for 8 months per year??

If Pietrangelo signs in Calgary, Treliving should be bronzed and placed in front of the new building.

It would be insane for the Flames to land the top free agent at their position this offseason.
Pietrangelo = $9M
Hall = $8M
Markstrom = $6M
Players to trade to make it work
Johnny = $6.75M
Hanifin = $4.95M
Rittich = $2.75M
Ryan = $3.15M
Existing cap space = $16.9M
Adding those 3 UFA’s and a big chunk of picks and prospects for the 4 players being moved out could set this team up for a long window of contention.

Macleans Calgary is the second ranked large City, behind Ottawa.
Canadianvisa.org Again, behind only ottawa of the big cities.
