The rule is there for intention. Before the rule, teams would intentionally put the puck into the crowd to kill the pressure. The rule has worked exactly as intended to reduce that.

A timeout isn't required.
It wasn't offsides, and the NHL automatically reviews all goals late in the 3rd and in OT anyways.
