Sure. But the point is that calling bylaw is unlikely to change much either. Once the relationship is sour, it stays that way until you work it out somehow. Bylaw ain’t going to do anything helpful in that regard

It also sounds like he's using his residential property for commercial use, which is also likely not allowed. There's obviously some grey areas there as many people keep things they use for work at home. Having a full on storage facility in his backyard for scrap metal or appliances he wants to resell doesn't sound like it fits into the zoning.

My concern is, if i call the cops and they show up at this guys place i dont have any proof that he said anything, he's just gonna deny it cops cant do anything and then i have to constantly worry about the fallout. This guys not stable i honestly feel he would act on his threats without a second thought.
Ill snap a picture of this guys backyard/alley its ridiculous just crap on crap the entire yard is filled and spills into the alley

Im going to have to agree with this. We did just that and talked to difficult neighbours multiple times. The problem is difficult neighbours often don't give a ####, that is why they do stupid things. Long storey short, when you talk to them and have to call later because they refuse to do the right thing they know exactly who called. And stupid difficult neighbours tend to do stupid things to retaliate.

This is incorrect, bylaw officers start to implement fines when they wont stop. I tried to write a ticket once on a napkin, but my neighbour wouldn't pay it.

File a compliant, he's breaking bylaws. They may or may not do anything but the effort in filing a compliant I imagine can't be too onerous. That photo is probably all you need.

Holy, ya call bylaw on him for the junk first.
Then when you catch him parked in the alley and suspect he'll be there for a while call parking authority. They were doing construction on the apartment building behind me last year and the workers would park all their trucks in the alley blocking everyone on the other sides ability to get out of their garages. To them, they were on the apartment side, room to get by and not immediately adjacent to garage doors. Parking came by and ticketed them all and they never parked there again. Was easy in my case for parking authority to catch them though cause they'd remain parked there all day.
Also you could take a picture of his parking every time you catch it parked in the way, in case parking authority doesn't catch him in the act.

Based on my knowledge of the law, if it's for 'personal use' then it's ok so long as it's under a certain number of grams. If it were for 'non-personal use', that'd be a different story
