but its not necessarily based off of the aesthetic of existing buildings, but rather tying into the urban fabric, scale or program of surrounding buildings.

since there's not a lot out there, they can treat it as 'tabla rasa'...basically an open canvas

Yes, at least they should be. These two projects are important and complex enough to the redevelopment of the Rivers District that I have no doubt CMLC will be ensuring that happens. Olympic Way / 4th Street is a critical piece of infrastructure for tying the entire district together, and was indicated as such in the arena and convention centre RFPs.
