Fair question. My guess is, if it were a free for all, I imagine it would be a severe distraction for the teams with draft eligible players trying to win games and keep team unity intact if scouts were rolling through a few times a week doing O2 tests etc.

Maybe in fairness to the teams (everyone gets the same combine and look at the players), but probably to protect the players more than anything I think

I would imagine if there wasn't a rule, prospects would be pretty busy going through the paces with 31 teams on top of a team schedule

Coyotes looking at least $5 million in fines (if every case is a violation and Bettman sticks with the punishment):

Sorry but I am not buying the Arizona Coyotes are going to be paying a dime. Considering how much money the league lost keeping them there and I am not buying it. Even if the NHL releases a statement saying the Coyotes have been fined X amount of dollars I am still not buying they will actually pay a cent. That is why I wanted draft repercussions instead.

Post the exact amount.

Glendale paid the NHL $25 million per season and the NHL sold the team.

Still lost roughly $61M dollars. They tried to sue to get it back but that has not happened. The fact the team bleeds money and yet the NHL refused to relocate them when they clearly should have has me pretty certain they won't pay a cent.

The NHL didn’t lose $61M according to that suitThat was an aggregate of their loss, other creditors’ losses and court costs. Their losses were $20M, which were supposedly paid back by Glendale in the later deals.

If the league lost money keeping the coyotes in arizona, wouldn’t that make the nhl more inclined to fine them? Recoup some of their losses.

I’m saying your figure was inaccurate.

The Coyotes already owed the NHL money when they NHL bought them. According to the records, they actually owed less by the time the bankruptcy happened. I suspect the NHL hosed Glendale for a lot of the initial losses.

In any event, I see no connection between the fines and the NHL losses.
