And they had multiple picks in a round just 4 times in the last two years. Rounds 1, 2, 4 and 6.
Having two picks in a round doubles your chances of getting a decent player. You seem to be suggesting that it increases it more than that because you can "take a chance on a player you might have otherwise"?

I don't know what it doubles your chances, but I understand the way prioritizing lists works, and grabbing a guy you might not have instead of having that guy go somewhere else is the kind of zero sum advantage successful teams are built on. Dillon Dube is the second of the flames 2nd round selections in 2016. If the flames don't have that pick, they walk away with just Parsons. Matthew Phillips is the second of 2 picks in the 6yh round of that same draft. If the Flames don't have that pick, it's likely someone else takes a chance on him.
Kylington, the second of 2nd round picks behind rasmus. After how far he ended up falling, if the Flames don't have that pick, Kylington wouldn't have been there when they picked 76 picks later.
Don't get me wrong, it's really impressive drafting potentially, but you also have to have the picks in the first place. Picking three times by pick #33 including once at #5 should get you 3 world junior prospects. Another two picks before #90 should again yield you a decent prospect.
By contrast the flames have drafted 1 player in the last 2 years in the top 50 in a draft and only twice in the top 90. You're going to get less impressive prospects doing that, even if you occasionally hit a home run in those rounds.
All of it doesn't mean anything to me yet because i don't know how corollary wjc selection is to NHL success, but that's where you're going to see a discrepancy between what the flames have in the tournament and what the kings have.
Arizona, the second most prospects in the tournament, have made 18 selections in the last 2 years, with multiple picks in the 3rd, 4th, 5th, 6th and 7th rounds, with 5 picks total before round #90, with one top 5 pick and one 11th overall pick.
you're going to get some good prospects drafting like that.
