I want to see Phillips as much as the next guy but I’m not sure how you can justify taking anyone out of this current lineup.
He will get his chance eventually, and it’s tough for Phillips anyways because not like there is any practice time before Thursday’s game, and throwing him into the media frenzy that are Maple Leaf games isn’t the best spot

Why would they pull Rieder out just when the bottom six is rolling?
I don’t think you make any changes after a six game winning streak. It’s already going to be tough to know what to do when Bennett’s back.

Well it won't be the exact same lineup if Tkachuk returns. But if he doesn't, do you slot Phillips in for Jankowski?
Without 19:
Lucic - Ryan - Gaudreau
Mangiapane - Lindholm - Phillips
Dube - Monahan - Backlund
Rinaldo - Rieder - Frolik
Man this team has so many players that deserve spots in the lineup! I guess that's a good problem to have!

No. No reason or right now.
Phillips will get his shot, and with the team not travelling until tomorrow there is likely no practice tomorrow meaning that Phillips hasn’t even had a practice with the team yet.
No reason to try to shoehorn him into the lineup in the middle of a 6 game winning streak, especially in a high pressure, media heavy game like the Leafs.

At the start of the season my complaint/observation was that the team looked stale. They appeared to me to be a team that needed a roster shakeup to rejuvenate them. It might be low hanging fruit to jump on Peters and kick him while he’s down, but it sure seems plausible that it was the coach that was creating that atmosphere. This looks like an entirely different team.
