Not necessarily.
They didn't need to make a roster move to call up Phillips. They were at 22 out of 23 roster spots and had enough LTIR room to call him up.
Someone might be questionable for tonight.

That's actually a really good question, because Dube and Valimaki weren't "called up" in 2018-19, per se -- they made the team out of camp.
The answer, as far as I can tell, is Morgan Klimchuk, who was recalled and played his one (and so far, only) NHL game against the Bruins on February 19, 2018.
Edit: oh wait. Spencer Foo. March 31, 2018.

Phillips was recalled after the daily waivers, so we might see Rinaldo waived tomorrow at 10:00 AM and sent down. Rinaldo can play a fourth-line role in Stockton, so Phillips being recalled potentially opens up a bigger role for a guy who deserves it, like Luke Philp.

If Phillips takes Tkachuk's spot, that would suggest a Mangiapane-Lindholm-Phillips line.

As if Ryan, Dube, and Mangiapane weren’t enough to convince Gaudreau he should be at least attempting to battle for pucks, Phillips has been brought in to further reinforce the fact that indeed small guys don’t have to shy away from all checks.
