BC (3)
Losing seats would be:
Sask (4)
PEI, NB (3 each)
NS,Man,Quebec (2 each)
Newfoundland (1)

Is it based on population or number of electors. From the number of electors things are much more equal (at least per 2015 Wikipedia)
