Hard to say but it's a possibility the Flames are the lowest of the seven Canadian teams. The Jets and Sens are exclusive on TSN, they got grade A coverage and production. The Jets don't share their region with anyone, like the Flames do with the Oilers. Many times the Flames and Oiler play on the same night and the region is cut in half.
The Senators and Leafs share a broadcast region the population is much larger and the broadcast isn't cut in half due to being on the same network.

It's hard to get good numbers on this stuff, but the last article I saw was in 2008 or 09 and had the Flames significantly below the Leafs, Canucks, Canadians and Oilers. Not sure about the Sens, probably around the same if I had to guess.

I guess ive just assumed a city like Calgary is big enough to have things to do but not big enough that that doesn't cut into viewership.
Plus, many people in southern Alberta aren't exactly FROM southern alberta
