Hartman can have as big or as little of say in his next contract that he wants. Most players let their agents handle the majority. Choosing to not talk to the team that hold your rights for a week or a month is perfectly valid.
Hartman was in a no lose scenario. If he gets qualified then he can elect salary arbitration and get paid. If he doesn’t get qualified then he’s an unrestricted free agent and will get paid. He had no incentive to negotiate with DAL, it’s probably best for him to hit the open market. I’d imagine his agent laid that all out.
