This is a type of thing that will get passed with very few people even blinking an eye. News sources are in favor of it, so they'll keep it in the dark...and that's end of story.
I'd rather pay higher taxes and fund a percentage of advertising campaigns that let sh*t like this happen...I never say that. P's me right off. Down with Bev.

What exactly does the Bill propose? I tried reading the articles and I still couldn't really understand how this was going to impact me personally.

I'm not privy to the proposed legislation and have been unable to find it online. From the article, though, it seems that "fair use" rights are being targeted. For the unitiated, much background on fair use and Bill C-60 (tabled in 2005) can be found here: http://www.cippic.ca/en/faqs-resources/bill-c-60/
Fair use allows users, such as Mean Mr. Mustard, to make private copies of certain copyrighted works. It allows you to rip a CD and put it on your Ipod. It also allows you to copy a song from a friend.
The proposed changes also look at Technical Protection Measures (TPM) such as Digital Rights Management (DRM). This is the crap like the Sony rootkit debacle that seeks to prevent you from copying CDs but ends up just making your disks unusable in many machines. The law would make it against the law to circumvent TPM and DRM.

Yeah that's basically it.. they's apparently going to introduce a law like the US's DMCA ( http://en.wikipedia.org/wiki/DMCA) that supposedly protects company's abilities to protect their propety but ends up severely restricting what people can and can't do with what they purchase.
Imagine ripping your CDs to make MP3s being illegal.. or even recording a show on a DVR for later... The US's DMCA is very bad and this is reported to be worse (though I guess we'll find out).

Thare are also no prohibitions in Canada against those activities, however in the US it is ILLEGAL to rip any CDs that have DRM on them (which is many/most releases).
I wouldn't vote for the Liberals last election because of similar legislation. I wrote my MP as well as the Liberal Heritage minister of the time. Looks like I will be voicing my displeasure again.

So will this make downloading music illegal?
If so, how and when will the gov't send me my $25 cheque for reinbursement for the tarrif paid on my MP3 player. Is tarriff the right word? everyone pays $25 extra and that money supposedly goes to the recording artists for us ripping their songs off the internet.

I think downloading music would still be legal (if you get it off iTunes etc) because it is still in its original format. I think changing the format (ripping from CD to mp3, etc) will be illegal.

That depends upon the wording, but the US has been wanting "free" downloads eliminated for a long time so i would guess yes.
And there are no tarrifs on MP3 players. There was for a while but that was challenged and the supreme court declared it unconstitutional.

It's not wrong at all. Just don't break the law and you have nothing to worry about. It's no different than the law that says if you buy Colgate toothpaste you must only use it on a specific toothbrush that Colgate designates as acceptable.

You'll need to buy a tube of Colgate for home use, a separate tube for when you're at work and need to freshen up before a meeting and a third entirely different tube for in your travel kit while you're on the road.
