Trade value will depend on whether Fox is actually willing to leave college right now.
If he is still going back for his senior year it will decrease his trade value a lot.

Trades can occur at any time (except for the holiday freeze). The trade deadline is actually just when playoff rosters are set. Post-TDL trades happen all the time. Anyone dealt afterward just can't play in the playoffs for their new team because they weren't on that team's reserve list at the TDL

Tough break for Carolina that Tim Murray isn't in Buffalo anymore. He gave up a 4th for Vesey about 2 weeks before he signed with the Rangers.
Vesey's also turned out to be a relative dud for all the hoopla about him when he did this.

I'm sure there are examples to the contrary but a lot of the guys who've done this didn't live up to the hype with their new team - Tom Erixon, Schultz, Vesey. Any examples of guys who really panned out for the team that signed them?

Fox has a great fallback position. Go back to Harvard, play senior season, graduate and become UFA next summer. But if he signs now, he could burn a year of ELC and best guess is he wants to turn pro now. So let him do his UFA shopping now, pick a team, CAR works out a trade.

If the team Fox wants to go to, let’s say it’s NYR, wants to play hard ball with CAR in trade talks, Canes could always say, fine, wait a year for him to be UFA then. It’s a bit of a balancing act to get something now vs. nothing next summer.

Just for some basis of trade value, we know the Islanders once valued Fox to be worth a 2nd or more 2 years ago.
If the Canes could get a 2nd will it be enough? Rangers have potentially 3 2nd rounders in the 2019 draft

Sorry, interesting technicality to clarify ability/inability for Fox to burn a year on ELC. If traded, say, to NYR or any team, he’s not eligible to play. BUT, and this is the longest of long shots, CAR could sign and trade him. Fox signing in CAR would burn 1st year of ELC.
As it was explained to me, and my head now hurts, the only way Fox can burn a year of ELC this season would be to sign in CAR because he’s on CAR reserve list. Doesn’t need to play a game to burn it. Could then be traded to NYR but not eligible to play games this season.

I know it's been discussed, but this NCAA college free agent loophole is crap. I'm not sure why it hasn't been closed by the league (I know it needs to be collectively bargained) but the NHL has basically had their way with the NHLPA in negotiations so it should have been done. It would seem every team but the Rangers would be in favour of changing it. If you're drafted, your team property until they release you.

It can't be fixed for at least another two years. I suspect this has not ever been much of a factor in collective bargaining because up until just recently teams have had little problem signing their college draftees. Prior to the last CBA negotiation Justin Schultz was essentially the only notable exception to the. highly commonplace reality in which most NCAA players signed with their drafting teams by a wide margin.
