I think the NHL realizes that Calgary is a much better hockey market and they can pull at Calgarians heart strings a lot more than they can in Ottawa.

Most people in Ottawa are transplants and their hockey loyalties are with other franchises. I've seen more people wearing Flames gear in Ottawa than Senators gear and it wasn't even during hockey season.

If they made a serious threat to move the Senators, most people in Ottawa would be "meh".

The veiled relocation threats were mostly dismissed, and even mocked, by the majority of Flames fans. The Flames seem to have learned that CalgaryNext-style negotiations, including airdropping Bettman in for added greasiness, hindered the process and had a negative impact on their position. Maybe the league has refined their strategy a little bit as well, in part due to how poorly it worked in Calgary.

1000% this. There are so many more Leafs, Habs, and even Flames fans here than Sens fans. And you'd be hard-pressed to see a single jersey around town outside of the CTC.

My money’s on a 50/50 split with each side’s contribution split evenly between upfront cash and borrowing against future revenues.
25% CSEC cash contribution
25% ticket tax
25% City cash contribution
25% CRL

I’d also bet on it being City owned with the Flames paying cheap rent / lease for the operating contract.

Seems reasonable. If it is City owned and the Flames are paying rent, then Flames would get 100% of revenues, yes? I guess the sticking point then being what is rent going to be and how they arrive at that number.
