I know it’s an extreme long shot but I do think the correct org move would be to send Neal to Stockton and hope that he mutually terminates as opposed to spending years in a terrible city. Then await the compliance buyout.
There is no moving him. He is playing well below replacement level and doesn’t add a single positive element to any hockey team. Over half an NHL season and his points per minute as a Flame is firmly behind guys like Lazar and Freddie Hamilton who lost their NHL spots because of their performance.
The lineup is better off with a younger, hungrier player like Dube or Quine. Neal is well below replacement level at this point.

Only problem with this is you will scare off future UFAs for years as players won’t want to sign with a team that doesn’t “honour contracts”
