I think it did, personally.  You can't punish the Swiss player for not giving up and creating a second clear scoring chance after the fact.  
i.e.: I'm pretty sure that if you get hauled down on a breakaway, but recover the puck and your team still gets a good shot on the delayed penalty, it is still a penalty shot because your hard work after the infraction doesn't negate the fact that a clear scoring chance was initially taken away.
