I think thats the distinction betweendumping on a player and commenting on the game. But sometimes it gets blurred because the player messes up, posters comment, but then it moves on to "he sucks".

I thought Neal has had a bunch of nice touches and passes today. Some miscues but overall not bad. He seems to be the '3rd' forward on most lines so lots of give-n-goes and quick touches go between the 'pairs' he joins, resulting in less touches so his mistakes become more pronounced and maybe less touches is why he is sometimes lost when anticipating his teammates.
