could make sense why they are moving Arizona to Central division despite being so close to Las Vegas who remains in Pacific --they foresaw something like this as a potential? Houston in the Central makes more sense.

It began a long time ago. I would imagine that there have been more then just casual talks before this was leaked out. Seems like a tactic used to mitigate or cushion public outcry prior to having "actual talks"
