If he promotes violence on it, they should. I imagine if he posted those images with Democrats in crosshairs, it would have been seen as a threat of violence.
This is this worst think I can see on it in terms of potentially inciting violence:
Twitter will shut down these accounts though, but I don't know what they could have done preemptively.

As soon as I heard that one of the bombs had been sent to Deniro, I thought this guy must be a bit off his rocker.
It's hard to say if this guy look mentally ill or not. I have seen multiple social media pages of conspiracy theorists who are not far off from this guy. The broken English though, does add another element of craziness.
