That's a terrible rationale, and one of the reasons many tickets are given for perfectly safe behaviour. CPS has higher enforcement on places where the posted speed limit is lower than the safe speed limit, because more people speed in those places.

Memorial west of 14th Street, and basically all of Elbow Drive are a few examples, but there are more.

Not really. Every day is catastrophic lost revenue. They clean up, replace TV's and whatever else is essential and open those doors not a second later to get cash in. Some things can be replaced later.

definitely agree, very short-sighted on their part. If we could deter more people from using their phones it would be even better. Why not preemptively give everyone a ticket for talking on their phone so they know what kind of punishment they face if they were to drive dangerously even tho they haven't driven dangerously yet. It may prevent an accident or two. We could even bring this over to other crimes and just lock people up for a couple years on a murder charge so they will be more deterred from murder in the future. It may prevent a murder or two, there's no way to prove that, obviously, but it's certainly a plausible scenario.
