I don't understand this at all, and don't have an idea if he is actually at risk of being picked off waivers. From the GM's perspective, why do this?
A) Get rid of him. Avoid being stuck to an arbitrator-awarded contract.
B) Have him pass, and plan to keep him. Prove a point that he is undesirable leading up to arbitration.
C) Have him pass, and plan to deal him. Does passing waivers right now help a receiving team in a trade at all? I assume not.

I kind of assumed that it was an e-mail notification from the league... I wonder if the NHL has an internal app that gives you a push notification for stuff like this.
Anyways I'm highly opposed to offering up a pretty steady 24 year old defenseman for nothing. I can't imagine his arb ask was that high.

He's from Edmonton and might like that actually. Not sure if he was a GG favorite though so that could work against him. And he's not related to any old Oiler.

At this time of year though, even the Edmontons of the world think their defence is workable. Frankly, does Kulak make even their top 6D? He'd have to beat Benning/Russell/Nurse out. I actually think he is marginally better than Russell and maybe Benning, but I doubt they'd see it that way.

How about a team with bad defence and not much cap space? I would assume even a highly rewarded Kulak is sub $1,000,000.

If you conclude that Andersson/Kylington/Valimaki are the better option for the 3LD spot, then you're going to be paying the arbitration value to either ice an inferior player or be significantly overpaying for a #7.
Frankly I think bother Andersson and Valimaki are more complete players at both ends of the ice today than Kulak is.
Kulak getting removed from the roster on a waiver claim would suck, but paying him a lot to be in the press box similarly doesn't make sense.

See my post above, plus Edmonton is close against the cap considering Nurse has yet to sign. Plus they think Bouchard is going to start with the team and he makes $925K.

Edmonton Couldn't afford him. The Islanders would be my guess. They only have 6 D-men on their roster and they have $14,809,167 in cap space with 43 contracts.

More importantly, we have a number of prospects that can fulfill the same role for the same price.
I'd hate to lose Kulak, but if we did, it would hardly be the end of the world.

Yup, obvious move to undermine Kulak's position in arbitration.
It is fairly common for teams to do this on depth players. Don't be surprised if they do the same thing for Hathaway.
It is a calculated risk on Treliving's part, must feel there is a low chance Kulak gets picked up.
The fact they qualified him shows that they want him on the team, just at a reasonable price.

Too bad, really. I didn't like Kulak a couple years ago (I thought he was just as bad as Bart) but I came around on him last year - he seemed quite solid to me. But at the end of the day, I agree, you can't get too fussed about this level of player. Could he be a Byron? Maybe, but equally as likely to be one of the dozens of other waiver wire guys who don't do anything different wherever they land.

Kulak being a LD I would think, if it were to make room for a young D, that it would be for Valimaki more so than Andersson. Which would be weird without absolute certainty that he would be more ready
