Well he wont be offer sheeting anyone this summer:
Currently #NYI are only able to submit offer sheets that are less than $1,339,575 (no compensation) or greater than $10,148,303 (4x 1st round picks in compensation) because they don't have their 2019 2nd or 3rd round picks.
Leafs should get Matthews and Marner contracts done before they can be offersheeted.

Matthews and Marner can't be offer sheeted until July 1, 2019, assuming they are still unsigned by then. Matthews and Marner are still under contract for the 18/19 season.
At that point it will be the Isles 2020 picks involved in compensation, which they still all have at this time.
The only tempting Leaf offer sheet target this summer is Nylander. Getting Nylander to an inflated contract this summer will hamper Leafs ability to sign Matthews and Marner to contract extensions. That being said, probably unlikely it happens.

As we've seen in the past, it shouldn't be too hard for the Islanders to regain their draft picks if need be. Right now, the Wings hold their second round pick (but the Isles have the Flames' second rounder); the Oilers have their third.
They could probably get their own second back by giving Detroit the Flames' second and a late round pick. They could probably get their third back for a couple of other picks and/or a prospect.

Doesn't it have to to be their 2019 picks? From what I have read they can'y use 2020 picks in an offer sheet to Nylander.
They would have to trade for their 2nd and 3rd 2019 picks back. Which is possible but teams aren't just going to hand them back to you.

if they can't be given an offer sheet until 2019 and the draft is before free agency day, it would be picks from the following year, 2020.
It would be great if you could use previous years picks as offer sheet compensation.

Nylander can be offer sheeted now but they don't have the picks to do it.

Yeah the interesting offer sheet would likely be Matthews next year.
They've got $34M of space in 2019. You're probably looking at ~$14M to sign Nylander and Marner, so $20M left. If the Islanders throw $13M at Matthews, now you've got $7M of cap space to spend on 3 more D, 3 more Forwards, and a backup goalie. No matter how good your forwards are, I'd be really nervous about a D-core of Rielly, Zaitsev, and 4 ELCs.
It'll be really interesting to see how they manage the cap in the next year and a bit.
Do they downgrade on the wings to save some cap and end up with Edmonton-tier wing depth?
Do they stand pat and hope their strong forwards and Andersen can cover for a paper thin D corps?
Do they trade one of the "big 3"?
Or do they play hardball in contract negotiations and seriously ramp up the risk on an offer sheet?

It anything I wonder if Detroit would be open to making a deal there. Say Flames second for Islanders second.
Help out the Islanders since they are going to be taking a shot at a rival.
