Because what better way to get eliminated from the World Cup than because of a red card? Not a red card leading to a penalty, not a red card leading to a loss from 10 men. Literally the reason you got eliminated was a red card.

Well this adds another layer of intrigue to the Belgium/England game. Do you lie down to get the tougher R16 game, but easier path after? Or do you win and get a lay up R16 game, but much tougher path after?

if Senegal and Japan had played each other today they might have put in a provision that in case of a draw the game go to penalty kicks. This has been done in Euro before.

But since they are in different cities, there is nothing that can be done.

There is no easy path to the final. You rest your players for the R16 game as needed and still try to win the group. I think Columbia was the class of this group and will be difficult to beat.
