I think that restrictions based upon firearm model are bound to be feeble...I think that they should devise a test...
You establish a set time (eg 60 seconds) and a set distance (eg 10M)...then you measure the force of the rounds (using some kind of plate+sensor) multiplied by the maximum number of rounds that can be shot in the time.
You get a 'standard' measure of a guns 'power'...then you legislate based upon that number.
People will have plenty of power to kill an intruder or protect themselves or hunt...but anything beyond that is for military and police.

So if a student happens to catch a glimpse of a teacher packing heat and mentions this to his/her buddy, I guess that student can now be criminally charged? It's like there is now a cascade of bad ideas from the fount of the original bad idea.

I don't think that would work. Hunters use different guns for different things. Different distances. It still comes down to access and magazine capacity. For example the Vegas shooter would have been useless with a shotgun. And any school shooter isn't going to be carrying enough shotgun rounds to blast away for six minutes. A standard test of, velocity or calibre just seems too basic to answer any real questions. An ar-15 is a great hunting gun I'm sure. Just also happens to be great at killing people en mass.

Kansas lawmakers are plain stupid. This is just the latest in a history of incompetence.
Besides how scary such a thing is the real kicker is that the schools are of course publicly funded and run. Kansas lawmakers want to pass a bill that makes the government liable for school shootings....
I guess in many cases they are indeed liable just not for this reason. But it's interesting that they are willingly trying to make it clearly actionable to take the government to court! A few payouts later and the government could be begging for gun control.
Michelle Tam, a hostess at the Hashes & Brews restaurant about a block away from the company's headquarters, said a swarm of police and fire vehicles drove into the area around 12:45 p.m.
"We see lots cops and firefighters," Tam said. "We can't see any people. It's just a lot of trucks along the street at the moment."
Tam said three YouTube employees came into the restaurant appearing visibly shaken.
"They came in from a back door," she said. "They sat down at a table. They were in a daze. One guy, there was a little blood on his head."
One employee had a partial fragment of a bullet in her shoe, Tam said.
