Flames seem to be playing OK defensively but they cannot get through the neutral zone. It looks worse than it is because of that.

No, no, we see this every time the other team is losing with time winding down, for some reason they play really hard and take a lot of chances to generate offense.

I don't think it's that simple. It's likely the coaches told them in the intermission to play responsibly in the 3rd period and not take risks. Unfortunately when players try to curtail things the result is often that they slow things down and stop skating. It's a fine line in this league and if you aren't going 100% all out in the transition game you are going to look slow.
