I don't think that's true.
Also it's not like they had a camera on Gulutzan the whole time after the fight, pretty difficult to say what Gulutzan did or didn't say.
Your complaint comes across as confirmation bias IMO.

More so, IMO.
It isn't a set rule by any stretch, but for the most part, it has generally called that, if the hit was dirty (penalty called), they don't call the instigator. If it was clean (no penalty), then starting a fight gets the instigator.
So this should have been an instigator, and Hathaway shouldn't have been.
But, Flames.

I think it's the 'power ring' in the arena showing an ad with a yellow background that reflects really badly off the ice.
It's like the 'seizure light' in the penalty box at the dome on home broadcasts.
