Yes, because the main part of a nudist event is the nudity aspect of it. If you are going to show up completely clothed, there's no point in you taking up the limited space at a nudist event.
Given currently how society view males and females, the only way for a male to be 'nude' is to be without a swimsuit at all, so to speak. Since North America is still hung up on breasts as sexual organs, uncovering them has always been considered partial nudity, and not something that can be done at a usual public event/place.
Basically, they want to ensure that their event is for nudists first and foremost, and the other curious folks second. They are basically just making sure that the theme of the event is respected, if you will.

So my friend wants to know if you can take pictures there...with his new water proof dslr....that he got for Xmas....and hasn't been able to use underwater yet...to take pictures of floating junk.

It's not just the mandate that men be nude and women don't have to, but also:
Rule #1: If either a woman or a lifeguard reports an issue regarding your conduct you will be immediately escorted out. You will have NO chance to plead your case or explain yourself.
Seems ironic for an event that wants to break down societal borders is mandating different rules for different genders. Of all people you'd think they'd be totally against such a thing. Again, just like the pride parade did with their discrimination against certain groups. Totally contrary the basic idea of the event.

Thats why I love their rules. They're stuck between old school and "modern". Men must be nude, women do not, BUT if you identify as something else, well then you are okay to do whatever makes you comfortable.....
So why not just let everyone do whatever makes them comfortable? And why not just let everyone have the same rights & protections from lewd conduct, not just women, as is currently the case with rule #1?

My favorite rule is the "at minimum topless"
What if a woman wanted to go bottomless instead of topless? Is that OK? Seems arbitrary.

Because identifying as a persecuted group grants special privileges. But again the solution is simple, demand people call you by your preferred pronoun and identified gender. Failing to do so is illegal. If you get kicked out because you're a "man" then sue, according to the criminal code you will win because gender was purposely misrepresented and then used against you.

I would think on the continuum of nakedness, topless would be below bottomless. If topless is the minimum, bottomless should also be acceptable because it's above the minimum.
