There's so many good places around Banff/Lake Louise and Kananaskis that you shouldn't feel like you need to rush it. Propose when the time feels right. If your desired location isn't working out, there's probably another great location 5-10 minutes away. I was successful in surprising my wife at Lake Louise a few summers ago, but it sure wasn't easy finding a spot that was quiet and uncrowded. IMO, plan a few activities and have an idea which activities may have opportunities for you to strike. That way you can be relatively relaxed and may be more successful in surprising her. Seriously, most ladies are pretty dang good at guessing when they will be proposed to.
If you do the Gondola idea, why not consider hitting up the hot springs nearby first and migrate towards the Gondola? It's a decent way to relax yourself before dropping the question and it's a nice natural transition to the main stage.
Random: renting the historical swimsuits at the springs is always great for a laugh.
In regards to a successful surprise, be in the moment. If you always seem like you're looking around the corner/distracted, you might give away your intentions. Think of it like playing a prank, without the mean part. It'll work best if you catch her off guard at the right time. IMO faking a proposal to try and throw her off the trail is not recommended.
Bags are great for hiding a ring box and avoid things like body contact detection, but could be a give away. Though, with this weather, I think it might be an easier sell to wander around with a small bag filled with extra clothing etc.

A lot has to go right and depending on her personality...but it would be super memorable. I'm sure they have a lead dog that has delivered a ring or two. They get a lot of raw fish in their diets so they kind of smell like seals though.

To each there own, I had my sister know the place and time but I had no idea where she was when it all went down, if that's your opinion on "cheapening" the moment then so be it, but I wholeheartedly disagree and I know my parents and in-laws both loved that they could partake in the photos.
I can tell you when you're proposing that nothing else matters, doesn't matter what you have planned when the moment hits all you focus is on is your then GF and yourself. There were a few people around when I got on one knee but I only noticed when looking at the photos, in the moment I had no idea.
Similar to exchanging wedding vows, you've got 100+ people watching, does it matter what they are thinking? Did it take away from that moment that they were present? I know for me at that point it felt like there was nobody around at all, nor did I care what anyone thought because it was my moment.
Again, this is my opinion based on my experience so you're free to disagree. But I would do it the same way 10/10 times.
