I would think the smartest play for Cleveland is pay Cousins a million billion dollars, draft the top lineman and Barkley at 1 and 4, and get some real coaches in there. With the edge rusher from last year and the talent they have already they should easily be a .500 team at least next year.
I mean this in a logical world, not the weird bizarro world the Browns operate in.
