Vegas gives Vadim Shipachyov permission to seek trade

How is this on Shipachyov and his agent to find a trade? Isn't that the job of the GM.
I don't understand how Vegas is 7-1 with their tire fire of a GM making nonsensical moves.

I was listening to Gary Lawless talk about this a couple of weeks ago. He said Shea Theodore deserved to be on the club, had a great camp and was only in the minors because of the numbers game. Shipachyov, on the other hand, impressed no one and had a terrible camp.

The issue is Shipachyov has the trump card in that he can easily go back to Russia.
Why should the GM negotiate a trade to a team the player doesn't want to go to.
Let Shipachyov find the teams he wants to go to, talk with their management about possible fit and then try to negotiate a trade.

How is this different than putting him on waivers?
I guess he/agent could negotiate a less than free trade.

I've read that he had better KHL stats than Panarin, but I can see why he'd be slow to get going since he doesn't speak the same language as his coaches and teammates. Vegas has chemistry in spades right now and that's why they're winning games. I wonder if a team with more Russian players like Washington or Tampa Bay would be better for him since he'd at least have some teammates he can communicate with. Definitely a bizarre situation.
