You don't pay a 2nd rounder in trade and protect him in the expansion draft only to waive him and likely lose him for nothing a few months later.
Why shouldn't he be a lock? I think he's more of a lock than Jankowski. I think he's more of a lock than Hathaway and I've got Hathaway and Lazar pencilled in already.

Because he hasn't proven he's a lock? Because there are only 14 spots and he hasn't proven he is one of the 14 best forwards? Because he has career highs of 6 goals and 20 points? Because his underlying numbers indicate a player who struggles to generate offense or suppress offense the other way?
We paired hefty prices for a few guys the last few years.
Shinkaruk cost us Granlund whose return value was similar to a 2nd round pick IMO. Do they basically want to admit they gave away a 20 goal two way player for a waiver fodder? They probably want to give him every opportunity.
Poirier is a former first rounder. Do they want to waive a former first rounder if he fights his way into a roster spot? A guy Treliving has always been high on, whose struggles in the past may be gone?
Elliott cost us a 2nd round pick and they let him walk in UFA.
They will be prudent with Lazar since he cost them a second round pick, but that doesn't mean he should feel he has it locked down. It's possible that if he disappoints, he is flipped to another team for B-assets, which is the same as him not making the team. Waivers aren't the only outcome.
