Flames consider a ticket tax money that should go to them anyways. So I think that's a non-starter of this deal.

It's their money earmarked towards a loan with a revenue stream meant to separate from HRR.
They could just have a $110 ticket with no surcharge and really claim it's all their money, but that isn't how the loan would work. It would be tied to a user fee they're adding onto their ticket price.
It's "their money" that's earmarked for something else, they're charging people extra for.

You can make the argument that the ticket tax is Flames' revenue, although it's only lost revenue if they were going to jack the prices anyway and keep the extra profit, or if they don't jack the prices.
The 1/3 City contribution is from Flames revenue if it's repaid. But how how it's repaid is a huge difference. If it's through normal property tax that's one thing (although the City could waive or reduce the taxes). If it's through a surcharge to the tax or simple loan repayment plan, then, yeah for sure it's from Flames' revenue (and then the CBA gets impacted).

I think KK would be overjoyed if the team moved. It sounds to me like the city wants the team to stay, the owners want to find a way to make it work, and KK keeps bringing up other better markets to move to.
