No. Most are scrums where someone gets the elbow up. This was more.
If that was Brown on Dougie people would be screaming for a suspension

The elbow looked pretty bad to me. Wouldn't surprise me if he gets a game.

Weird because most times I see an elbowing penalty it's when a guy goes to throw a hit and get his elbow up into the other players head.
Scrums I usually see roughing or cross checking penalties.
