No they're not fair game outside of the crease but if it's deemed incidental contact then it's a goal. A player can't deliberately hit a goalie no matter where they are but they can bump a goalie outside the crease accidentally.

I think your wrong, the goal was initially called off due to incidental contact.
Also the crease is a suggestion not a hard rule you can't stop a goalie from making a save. I'm guessing they called this a good goal because the felt that Elliot could actually make a save.
Personally and I'm a homer, I think it should have been called off.

They called it a good goal because Eliott was out of the crease. You could hear the ref telling Gully at the bench

The ref literally said that in his explanation to Gulutzan. It's been called that way for at least a decade.

Yeah he said if the contact was in the crease, it's either ruled incidental contact or can be a penalty. But since it was out of the crease, it's fair game.
